Despite claims by some French MPs and French diplomats of advocating human rights and an end to the war in English speaking Cameroon, President Emmanuel Macron’s administration has been dishing out millions of Euros to the repressive ruling CPDM crime syndicate in Yaoundé to support the Francophone regime in its genocidal campaign against Southern Cameroonians.

In his recent letter to the French Cameroun dictator, Paul Biya, Cameroon Intelligence Report gathered that President Emmanuel Macron assured Yaoundé of France’s continued financial and military support in its fight against Ambazonia Restoration Forces and promised more money that will be channeled under Boko Haram aid to La Republique du Cameroun’s war machine, whose arms and troops have been brutally killing English speaking Cameroonians for over four years.

Ever since the conflict started, France has indirectly supported French Cameroun’s military through financially assisting the regime’s crackdown on French Cameroun opposition figures that are hostile towards French business interest in Cameroon.

Cameroon under the 88 year-old President Biya is now the number-one beneficiary of French military aid although the Republic of Chad has been doing more of France’s dirty jobs in the CEMAC region and in Libya.

Last year France donated several military vehicles to the Francophone dominated police.

In a report published Friday, February 26, 2021, Human Rights Watch says it interviewed 20 women, ranging in age from 23 to 42, who said soldiers raped them during an attack in Ebam on March 1, 2020.

“An attack by Cameroonian soldiers on March 1, 2020, has come to light in which soldiers raped at least 20 women, including four with disabilities, arrested 35 men, and killed one man,” Human Rights Watch said. “The attack on the village of Ebam in the South-West region was one of the worst by Cameroon’s army in recent years.”

The report states that, “The soldiers also burned one home, looted scores of properties, and severely beat the men they took to a military base. Based on information obtained by Human Rights Watch, there has been no effective investigation, and no one has been held accountable for the crimes.”

“Sexual violence and torture are heinous crimes that governments have an obligation to immediately, effectively, and independently investigate, and to bring those responsible to justice,” said Ida Sawyer, deputy Africa director at Human Rights Watch. “One year on, survivors of the Ebam attack are desperate for justice and reparations, and they live with the disturbing knowledge that those who abused them are walking free and have faced no consequences.”

Cameroon’s North-West and South-West regions have been rife with violence since late 2016, as armed separatists seek independence for the country’s minority Anglophone regions, Human Rights Watch recalls.

Human Rights Watch says it conducted telephone interviews between August 1 and January 5, 2021, with 20 rape survivors, four men who were arrested and beaten, four witnesses to the attack, two relatives of the man who was killed, a medical doctor who screened the rape survivors, two aid workers who helped the victims, and two United Nations officials with knowledge of the incident.

Human Rights Watch also reports that it consulted confidential reports by an international nongovernmental organization and the Centre for Human Rights and Democracy in Africa, a Cameroonian rights group based in Buea, South-West region, which corroborated the findings.

“Human Rights Watch shared its findings with senior officials at the Cameroonian Presidency in a January 13 letter, requesting answers to specific questions. Cameroonian officials have yet to respond,” the report states.

“Witnesses said that over 50 soldiers entered Ebam, in Manyu division, in the South-West region, at about 3 a.m. on March 1, 2020, on foot leaving their vehicles in the outskirts. They broke into almost all the 75 homes in the village, looting money and other items, and dragging men out. Some soldiers rounded up men in the village center, while others sexually assaulted the women, including four with disabilities, mostly in their homes,” the report furthers.

“Five masked soldiers entered my home,” a 40-year-old woman told Human Rights Watch. “It was dark, and I was alone. They searched the house and stole my phone and money. One of them abused me. He said: ‘If you don’t have sex with me, I will kill you!’ I was too afraid to say or do anything. After the rape, I ran into the bush where I spent two months. I am still upset and traumatized.”

“None of the rape survivors interviewed could get post-rape medical care in the immediate aftermath of the attack due to a range of obstacles, including displacement, lack of medical facilities, the cost of travel to such facilities, the cost of medical care, and fear of stigma and rejection. Some had medical care, such as screening for sexually transmitted infections, for the first time only in late July and mid-August, or even later.

“A doctor who screened the survivors in August said that women described symptoms consistent with post-traumatic stress and depression: fear, anxiety, sleeplessness, and an inability to complete daily tasks. Rape survivors said they are struggling to rebuild their lives and provide for themselves and their families.

“Witnesses said that at the end of the three-hour attack, soldiers took at least 36 men to a military base in Besongabang, about eight kilometers away, where the soldiers beat the men severely and repeatedly, amounting to torture. The soldiers detained the men at the base for a day then transferred them to the gendarmerie brigade in Mamfe, the main city in Manyu division.

“The soldiers put us on a military truck and took us to their camp,” a 25-year-old man said. “My hands were tied behind my back. When we reached the camp, soldiers beat me up. They hit my legs very strongly; I still have scars.”

“Four of the men held at the military base in Besongabang said that soldiers removed 34-year-old Ojong Thomas Ebot from the cell where they were held, and that he never returned. They believed that the soldiers later killed Ojong in the forest surrounding Ebam.

“Six other witnesses said that, at about 7 a.m. they saw a military truck coming back to Ebam and leaving shortly after. Residents discovered Ojong’s body less than one hour later. Two of Ojong’s relatives said they buried him the same day.

“A 28-year-old student and family member said: “They brought the body home. I saw three gunshot wounds on it: one in the head, which was the worst, one in the chest, one in the elbow. The head was almost destroyed. It was painful to see.”

“Human Rights Watch reviewed photographs showing the exact location where Ojong was buried in Ebam and corroborated them with accounts from family members and residents of the village.

“Witnesses said that the military operation was a reprisal attack to punish civilians suspected of collaborating with and harboring armed separatist fighters. Soldiers who raped women also implied in their verbal abuse that they were carrying out the rapes in part as a form of punishment for any presumed affiliation with armed separatist fighters.

“A 28-year-old woman who was raped and witnessed the attack told Human Rights Watch: “The military asked me and other villagers: ‘Where are you keeping the amba [separatists]?’ We said we did not know where the amba [separatists] were. So, they [the soldiers] said: ‘The next time we come here, we’ll shoot everyone if you don’t show us the amba [separatists] now.’”

“The Ebam attack occurred 16 days after soldiers in Ngarbuh, North-West region massacred 21 civilians, including a pregnant woman and 13 children, prompting a public outcry in Cameroon and beyond.

“The attack has gone largely unreported for a year, due in part to the stigma and fear of reprisal which discourages survivors of sexual violence from speaking out about what they experienced. Underreporting by survivors also suggests that incidents of sexual violence by soldiers is probably much higher than the documented cases, Human Rights Watch said.

“Human Rights Watch has documented widespread human rights violations by members of the Cameroonian security forces in the Anglophone regions since 2017, including torture and sexual violence. There has been little to no accountability for military abuses in the English-speaking regions over the past four years, and atrocities by members of national armed forces remain largely unpunished.

“The Cameroonian government has legal obligations under international law to ensure that those responsible for sexual violence and other grave crimes such as murder, torture, and inhuman treatment are investigated and prosecuted. The government also has an obligation to provide reparations, such as compensation, livelihood support, or access to long-term medical and psychological health care for survivors of such attacks.”

“Cameroonian authorities should urgently conduct an independent investigation into the Ebam attack, with support from the United Nations and the African Union, and make its findings public,” Sawyer said. “Ensuring justice and reparations will be essential for deterring future attacks and helping survivors heal.”

French Cameroun dictator, who also moonlights as commander-in-chief of the armed forces, will not be present at today’s ceremony of the 38th class of officer cadets of the Joint Military School (Emia), codenamed “Peace and Unity”.

With age telling on him and pressure mounting including an undisclosed  illness, the absence of Biya in today’s historic occasion is only due to “health reasons”, Cameroon Intelligence Report has gathered from a well placed source in the Etoudi Palace.

For the first time ever since he took office in 1982, President Biya will not preside over the ceremony of an Emia graduation.

The Defense Ministry says Biya’s absence is due to Covid-19 restrictions but people in the know are saying that there is more to it than the coronavirus.

Biya has authorized Joseph Beti Assomo, the Minister of State- Delegate at the presidency in charge of Defense to represent him at the ceremony.

As a reminder, the 38th class is made up of officer cadets from six countries, Cameroon, Congo (Brazzaville), Côte d’Ivoire, Gabon, Guinea (Conakry) and the Central African Republic.

 Biya’s absence is causing a lot of under-the-table talk with many of his supporters now saying that the 88-year-old  French Cameroonian head of state is exhausted after more than 38 years in power.

Prominent businessman and a scion of one of Manyu Division’s oldest business Nchang families, Chief Emoh Daniel Takor aka Data, passed away in Limbe on Thursday.

The business tycoon, apart from being chairman of the Data Electrical Company in Limbe, also headed operations for Data Hotel Mamfe and Data Mamfe Electrical a business conglomerate that has several successful businesses functioning under its umbrella.

Chief Emoh Daniel Takor served as CEO on the management boards of multiple private companies operating under the umbrella of the DATA House.

He was also a militant of the ruling CPDM.

Two Cameroon government army soldiers and civilians were killed during a fierce battle involving Southern Cameroons Self Defense Forces on Wednesday in Kumbo, a military source said late on Thursday, highlighting the intensity of the violence.

The Francophone administrator in the area said five other soldiers including a lieutenant and several civilians were injured during the sporadic exchange of artillery fire between the Francophone dominated Cameroon government army and Ambazonia Restoration Forces.

The Cameroonian military rarely comments on reports of soldiers or civilians being killed in clashes in Southern Cameroons except being pushed to do so by the renowned Human Rights Watch. Southern Cameroons activists have meanwhile sometimes exaggerated the civilian death toll.

Cameroon government forces stormed Mbuluf, Tsenla, BBH, Tobin, Kikaikom, Mbveh Vekovi in the Bui County and local civil rights groups including the Roman Catholic Church, Diocese of Kumbo have accused Cameroon government troops of deliberately targeting civilians and burning homes during the fighting.

Cameroon News Agency reported that the walls and windows of the Catholic Church in Bamkikai where civilians ran for safety were also touched by bullets as soldiers went on rampage.

9 Cameroonians suspected of homosexuality have been arrested in western Cameroon. Two of them are still in custody, a police officer and a lawyer told AFP Thursday.

“We arrested them to check if they are homosexuals,” an officer in the town of Bafoussam, where the nine men were arrested said on condition of anonymity.

He said 7 were freed and two are still in custody, adding that they will go to the prosecutor’s office probably on Friday. And their crime? Practicing homosexuality. The officer said one of them admitted that he was having relations with the other.

Alice Nkon, who defends the rights of LGBT people within the association ADEFHO, had previously indicated that 7 of the 9 persons were arrested Tuesday at the headquarters of the association, Colibri, whose main mission is to care for persons infected with HIV.

Mrs. Nkon explained that the police “decided to search the headquarters of Colibri on the grounds that it is a homosexual association’’, an assertion he denies.

Homosexual practices are prohibited in this Central African nation. The law provides for sentences ranging from 6 months to 5 years in prison and a fine of up to 200,000 FCFA or 300 euros against anyone who has sex with someone of the same sex.

Arrests for alleged homosexuals have dropped significantly in recent years in Cameroon, but they seem to be on the rise again recently, Mrs Nkon said.

On February 8, two transgender persons were arrested in Douala, the economic capital. They are still behind bars. Their trial, which began on February 10, is scheduled to resume on March 10.

Turkish Ambassador to Cameroon Ayse Sarac has received the medal of Commander of the Order of Valour as she reached the end of her mandate in the country after two years of service.

The medal was presented to her by Lejeune Mbella Mbella, the minister of external relations, on behalf of Cameroon’s President Paul Biya.

Sarac arrived in Cameroon in January 2019. “I was privileged to work in a very welcoming positive atmosphere,” Sarac said during the ceremony at the External Relations Ministry on Tuesday.

She also reiterated her utmost gratitude for the very fruitful and dynamic cooperation between Turkey and Cameroon in many fields, including diplomacy, international cooperation, trade, economy, energy, infrastructure, civil aviation, education, sustainable development, health tourism, and humanitarian assistance during the COVID-19 pandemic.

“We support African solutions to African problems. We have a very strong partnership with Cameroon.

“We are privileged to have high political will of two heads of state, fully implementing good relations of two countries which had tremendous effects on quality of our relations,” the Turkish ambassador said.

She said Turkey will remain committed to furthering bilateral cooperation through its embassy, as well as strong institutions and investors.

Sarac also noted that Turkey and Cameroon showed great solidarity during the pandemic, particularly in the evacuation flights of citizens of both countries.
