Ambazonian Restoration Forces stronger than the French Cameroun army-Biya adviser ⁰

A top security adviser to President Biya (names withheld) has revealed that the Southern Cameroons Self-Defense Groups are far stronger than the Cameroon government army. Speaking to our undercover reporter in Yaoundé on Monday, the Biya acolyte said “Two years have passed since President Biya declared the war and the conflict in Southern Cameroons is showing no signs of ending.”

“We wrongfully thought we had the strongest army in the CEMAC region. The Ambazonian Restoration Force with little or no training is even stronger than the Cameroon army,” the French Cameroun Security boss lamented. “The Southern Cameroons young fighters are totally confident in their faith today and are ready to sacrifice a lot more than the Cameroon army. My fear now is that we may end up losing Anglophone Cameroon,” he continued.

Our source also addressed the economic aspects of the military campaign in Southern Cameroons in which the Francophone dominated army has been bogged down participating in the fighting on behalf of the 85 year old dictator President Paul Biya. “In a few more months Cameroon will be importing foodstuffs from Gabon and Central African Republic!! Disaster is near,” he declared.

The senior Cameroon military officer also told our reporter that pride and naked arrogance was responsible for the Southern Cameroons war and that many senior French Cameroun army officers were exploiting its continuation for financial gains. “I sometimes get the feeling that the war is being waged against our Anglophone brothers and sisters with the aim of strengthening Francophone political elites loyal to President Biya. Everything is done for Biya and serves Biya,” he claimed.

Elsewhere, the Ambazonian Acting President Dr Samuel Ikome Sako has continued his tirade against the French Cameroun government in Yaounde observing that they were doomed to lose in the war. Reacting to threats made by President Biya against Ambazonian Restoration Forces, Dr Sako noted that “No one scares Southern Cameroonians away from wars. Anyone who wants war: They’re welcome in Southern Cameroons.”

The Federal Republic of Ambazonia has not surrendered despite the ineffectiveness of the African Union and the United Nations. Southern Cameroons-Ambazonia is now detached from the world, subjected to a French Cameroun siege, and the Biya Francophone regime is still limited in how it can deal with it. As the Southern Cameroons war runs into its third year, Cameroon Intelligence Report understands the Ambazonian Interim Government is slowly but surely forcing on French Cameroun an equation whereby a bombing will be met with a bombing.

China Waives A Year’s Worth Of Cameroon Debt ⁰

China says it has written off almost $78m (£60m) from Cameroon’s debt as part of measures to ease economic hardship in the central African nation, but analysts say it is a play for greater access to resources.

The debt relief announcement was made on Friday shortly after a meeting between President Paul Biya and Yang Jiechi, a special representative of China’s President Xi Jinping.

Cameroon’s total debt burden to China stands at almost $5.7bn (£4.4bn), according to figures from the Autonomous Sinking Fund, the public entity that manages Cameroon’s external debt.

The sum of $78m that has been wiped is money that should have been paid in 2018, but which Cameroon failed to pay.

Instead, the country’s president flew to China for the third Summit of the China-Africa Cooperation in September and pleaded with Chinese authorities to ease Cameroon’s debt burden.

Cameroonian economist Ariel Gnitedem says the amount cancelled looks paltry in comparison with the total debt, and says it could actually be for China’s long-term benefit.

“China wants to control the sub-regional market and Cameroon is the gateway,” he told the BBC.

“It is possible they also want a greater share in the enormous natural resources in Cameroon which are essential to feed its home industries.”

Cameroon has been contracting loans from China to build dams, roads, hospitals and other infrastructure.

EU, AU Signal Support for Contested Congo President-Elect ⁰

The European Union and the African Union said on Tuesday they had taken note of the decision by the Democratic Republic of Congo’s Constitutional Court to back disputed president-elect Felix Tshisekedi, signalling they would work with him.

Asked about the Dec. 30 election, the EU and the AU said they discussed the outcome at a meeting in Brussels, noting the court’s support for Tshisekedi. Officials at a news conference did not explicitly say in public that they recognized him as the winner, however.

Biya Regime Mobilizes Military Following Boko Haram, Ambazonian Attacks ⁰

Cameroon says it is mobilizing troops along the country’s northern border with Nigeria and in the western English-speaking regions, following renewed attacks by Boko Haram in the north and separatists in the west.

Cameroon’s military calls for troops to assemble at its headquarters in Yaounde ahead of major deployments.

Defense Chief of Staff Lieutenant-General Rene Claude Meka said 2019 will see Cameroon fight for national unity and territorial integrity.

He said they have re-mobilized the military to all trouble spots. Boko Haram, the Nigeria-based Islamist terrorist group, is again recruiting fighters in Cameroon and attacking our northern border, said Meka. Meanwhile, separatists fighting to create an English-speaking state have recruited mercenaries from neighboring countries to destabilize Cameroon, he said.

Cameroon’s military says there is a Boko Haram resurgence on its northern border with Nigeria. It reports five attacks across the border and in the Lake Chad basin this month.

Last week three people were reported killed in the border town of Fotokol as troops repelled a Boko Haram attack.

Separatist fighting also intensified in Cameroon’s two English-speaking regions in the northwest and southwest. The military said at least 45 rebels have been killed in the first three weeks of the year. Separatists say they are the ones killing the soldiers.

Although the numbers cannot be independently verified, villagers have confirmed fighting has recently increased.

Twenty-seven-year-old Elengu Noella said two of her three children were killed in heavy fighting around the southwestern town of Buea and she has not been able to find her husband.

She said a Catholic Church Hospital ambulance helped her and four other women escape as a battle raged between Cameroon’s military and separatists.

Separatists seeking an independent English-speaking state are accused of abducting and killing opponents and trying to make their regions ungovernable.

Defense Minister Joseph Beti Assomo said President Paul Biya also ordered troops to Cameroon’s eastern border. He said spill-over from fighting in the Central African Republic has increased criminal activities.

“2019 will not be a bed of roses. We shall continue with various operations in the far north, northwest and southwest regions, reactivation of special operations in the Adamawa region where criminal groups specialized in kidnapping are wreaking havoc and requesting for ransom,” he said.

Isaac Sama is a political analyst at Cameroon’s Center for Peace and Development. He said while troop deployments to fight foreign invaders is justified, the government should attempt to negotiate with the separatists.

Sama said more and more civilians are displaced by the fighting each time the military attacks the rebels.

“We have practical situations of people who actually died and then those who are in the bushes, they are also in bad conditions. They have no access to anything.”

Cameroon says since fighting broke out with separatists in 2016, more than 1,200 people have been killed and nearly a quarter million displaced.

US: Government shutdown enters second month with no end in sight to the historic crisis ⁰

The United States entered the second month of a partial government shutdown on Tuesday over Congress’ failure to approve a budget to fund several federal agencies, with no quick end in sight to the historic crisis weighing on the nation’s economy and morale.

Since December 22, a quarter of the US government has been closed because of an impasse between opposition Democratic Party lawmakers and the Republican administration of President Donald Trump over funding for a wall at the border with Mexico to block illegal immigration.

Trump refuses to endorse a budget that does not contain $5.7 billion to build the barrier, a key promise of his 2016 election campaign.

Democrats oppose the wall, calling it “immoral,” costly and ineffective. They want the government reopened before any discussion of the matter.

Trump made a new proposal on Saturday which he said aimed to end the shutdown It offered to extend temporary protection to about a million immigrants facing expulsion, in return for the $5.7 billion he has requested.

Although it was rejected by Democrats – and even by some anti-immigrant voices – the offer could serve as a basis for new discussions.

The partial government closure has directly affects 0.5 percent of the US labor force but has started to indirectly hit the confidence of more than half of consumers, according to a survey by the University of Michigan.

Experts say it is also pressuring the world’s largest economy, against the backdrop of already slowing global growth.

In the most sensitive government agencies, including the Departments of State, Homeland Security and Transportation, the number of affected employees has been kept to a minimum.

But elsewhere, the impact is clear. National Parks no longer have security guards, numerous museums are shut, and some airport security checkpoints have been closed.

About 800,000 federal workers, from FBI agents to scientists and some food inspectors, are furloughed or working without pay while trying to meet their financial obligations.

The affected federal employees will eventually get backpay but more than one million contractors for the government don’t even have that to hope for.

“I’m about to lose my Medicaid, my car insurance” and driver’s license, said Yvette Hicks, 40, a contractor with the Smithsonian museum complex. The single mother of two added: “Right now, this shutdown is really destroying me and my family.”

The longest shutdown in US history is also beginning to have a political price. A majority of Americans hold Trump and his fellow Republicans in Congress responsible, according to several polls.

Cardiff City’s Sala was on board plane that disappeared over English Channel ⁰

Premier League club Cardiff City’s record new signing, Argentina-born striker Emiliano Sala, was on board a light aircraft that disappeared over the English Channel on Monday night, police sources told AFP.

Sala, signed by Cardiff on Saturday from French club Nantes for a reported 17 million euro ($19.3 million) fee, was flying to Cardiff aboard a small plane that disappeared from radars around 20 kilometres (12 miles) north of the island of Guernsey.

A statement from police on Guernsey, a British island just off the coast of France, said a search mission had resumed Tuesday morning, hours after the search was terminated at 2am local time due to strengthening winds, worsening sea conditions and reducing visibility.

No trace has currently been found. It was en route from Nantes, France to Cardiff, Wales with 2 people Helicopters from the British and French coastguard joined renewed efforts on Tuesday morning to find the plane which is thought to have crashed.

Sala, 28, who had been at Nantes since 2016 and had scored 12 league goals this season, had signed a three-and-a-half-year contract with relegation-threatened Cardiff subject to receiving international clearance.

When he put pen to paper at Cardiff on Saturday, he said in a statement: “I’m very happy to be here. It gives me great pleasure and I can’t wait to start training, meet my new team-mates and get down to work.

“For me it feels special (to be the club’s record signing). I have come here wanting to work and to help my team-mates and the club.”

WHO Says Migrants Do Not Bring Diseases Into Europe ⁰

A new report by the World Health Organization disputes a belief that refugees and migrants bring exotic communicable diseases into the European region.

The report is based on evidence from more than 13,000 documents. It provides a snapshot of the health of refugees and migrants who comprise about 10 percent of the nearly 1 billion population in 53 European countries.

The survey finds migrants and refugees are generally in good health, but, due to poor living conditions, they risk falling ill while in transit or while staying in receiving countries. The report says contrary to common perception, the risk of refugees and migrants transmitting communicable diseases to their host population is very low.

The WHO regional director for Europe, Zsuzsanna Jakab, tells VOA displacement itself makes refugees and migrants more vulnerable to infectious diseases.

“The refugees and migrants who come to Europe, they do not bring any exotic diseases with them, any exotic communicable diseases,” said Jakab. “The diseases that they might have, they are all well-established diseases in Europe. And also, we have very good prevention and control programs for these diseases. This applies both for tuberculosis, but also HIV-AIDS.”

Europe is the only one among WHO’s six regions where HIV is prevalent and increasing, especially in the east. Jakab says a significant proportion of migrants and refugees who are HIV-positive acquire the infection after they arrive in Europe.

The report finds refugees and migrants seem to have fewer noncommunicable diseases on arrival than their host populations; but, it notes the longer they stay in the countries in conditions of poverty, their risk of cardiovascular diseases, stroke and cancer increases.

The report says refugees and migrants are more affected by depression and anxiety than host populations. It says unaccompanied minors are vulnerable to sexual exploitation and suffer from higher rates of depression and symptoms of post-traumatic stress disorder.

WHO considers it critically important that European countries provide quality and affordable health care for all refugees and migrants, regardless of their legal status. Providing universal health coverage, it says, would significantly improve the well-being of both the displaced and host populations.

Yaounde, Beijing Look to Improve Ties Amid Miners’ Tensions ⁰

Chinese President Xi Jinping’s special representative was in Cameroon this weekend to improve relations between the two countries. Trade and security ties have steadily grown between Beijing and Yaounde. But tensions between Cameroonian and Chinese miners has given China a bad name

When Cameroonian President Paul Biya hosted China’s special representative Yang Jiechi on Friday, both men had nothing but good things to say.

Biya welcomed China’s Belt and Road Initiative – Beijing’s multi-billion-dollar plan to connect Asia, Europe and Africa.

Yang said bilateral relations had reached a new starting point with important development opportunities.

When asked by VOA about the common belief that Chinese are exploiting Cameroon, Yang called it a misunderstanding. He said Cameroon and China need to work closely to make their people realize that they stand to benefit a lot.

But while Yang visited the capital, about 60 Cameroonian miners protested outside a Chinese-run gold mining operation in the village of Ngoura. The miners there have blocked access to the site since Thursday.

Protesting miner Patrice Wouyou said their Chinese competition exploits and destroys Cameroon’s natural resources.

He said Chinese miners violate Cameroon laws, which prohibit mining on river beds, swampy areas and waterfalls. They will keep this mining site closed, he said, until the government forces the guilty (Chinese) miners to face justice.

Protest leader Rigobert Ngom said the Chinese bribe corrupt Cameroon officials to overlook their code violations. He said they also lure teenagers out of school to dig for gold.

Ngom said he is surprised that the government gives mining licenses to the Chinese when there are qualified Cameroonians who own mining enterprises and are ready to industrialize their country.

But while mining remains a contentious issue, Cameroon’s Ministry of Economy, Planning, and Regional Development disputes the notion that China simply exploits.

China is Cameroon’s primary investor, according to the ministry, putting more than $400 million per year into the country’s roads, dams, telecommunications, stadiums and housing projects.

Critics note much of the investment goes toward accessing Cameroon’s natural resources, while the country is at growing risk of debt distress.

But ministry spokesman Alamine Ousman Mey said China is beginning to offer more help than in the past.

Beijing in November, he noted, gave Yaounde aid equal to $3 million dollars to help people displaced by Cameroon’s separatist crisis in English-speaking regions.

“We are very pleased that our partners like China are offering humanitarian support up to 1.8 billion CFA and material. We have signed a letter of exchange to supply to these two [Anglophone] regions.”

China’s special envoy Yang during his visit announced the cancellation of about $5 million of Cameroon’s debt as well, though the remaining amount owed was not clear.

Biya shamed for late condolence message to President Uhuru Kenyatta ⁰

Cameroon President Paul Biya on Monday, January 21, extended his condolences to Kenya and President Uhuru Kenyatta over the recent terrorist attack at 14 Riverside but his message was not received kindly by some citizens.

Some slammed him for sending his message too late while others asked him to put his house in order first.

“I extend my heartfelt condolences to President Uhuru Kenyatta over the terrorist attack at the Dusit D2 hotel and office complex in Nairobi.

“I wish strength and fortitude to the victims’ families, loved ones and everyone affected, as well as health and speedy recovery to those injured,” read a post on Biya’s official Facebook page.

One citizen reminded him that it has been almost a week since the incident at Dusit D2 and Kenyans have already gone back to work.

On Monday, Interior CS Fred Matiang’i heaped praises on Douglas Kanja, the GSU Commandant who led the security operation with distinct diligence and professionalism.

He further directed all National Government administrators to step up the “know your neighbour” campaigns and ensure coordination, information-sharing and joint security actions in their areas of jurisdiction to ensure the safety of all citizens.
