France will extend its nationwide lockdown put in place to contain the spread of the new coronavirus for a second time, meaning it will run beyond April 15, the French presidential palace said on Wednesday.

The Élysée Palace said French President Emmanuel Macron would address the nation regarding the disease situation on Monday evening.

Macron will from now until Monday “speak to a large number of public and private actors – French, European and international – on what is at stake concerning Covid-19 and prepare the decisions that will be announced on Monday to the French”, the presidency said.

It will be Macron’s third prime time address from the Élysée Palace since the crisis began.

The announcement comes as France’s coronavirus death toll rose to 10,869 after hospitals recorded 541 new fatalities over the most recent 24-hour period.

Jérôme Salomon, head of the public health authority, told reporters that there were now 7,148 people in intensive care at hospitals across France, a net increase of 17 from the day earlier, the lowest increase recorded in recent weeks.

Salomon said he was unable to give a tally for the country’s nursing homes, which account for more than 30 percent of total fatalities, due to “technical problems”.

The health official said the nationwide lockdown, which began on March 17, had helped slow down the virus’s spread.

“The slowing seen over the last days is linked to your good respect of the confinement rules,” he said.

He expressed hope that France would see a flattening in its curve of cases in coming days but emphasised that this “plateau is at a very high level”.

France officially registered more than 10,000 deaths from coronavirus infections on Tuesday, becoming the fourth country to go beyond that threshold after Italy, Spain and the United States.

The total death toll from Covid-19 rose to 10,328 from 8,911 on Monday, Jérôme Salomon, head of the public health authority, told a press conference, warning that “the epidemic is continuing its progression.”

Salomon said 7,091 fatalities have been recorded at French hospitals since March 1. A further 3,237 people have died at care homes for the elderly, he added, giving a much higher figure than reported on Monday.

He stressed that the latter count was still partial, with some nursing homes yet to report.

More than 30,000 people were being treated in hospitals around the country, with 7,131 in intensive care, Salomon added.

“We are in the ascending phase of the epidemic, even if it is slowing a bit,” he warned. “We have not yet reached the peak.”

The death toll of 10,328 included 597 fatalities in hospital in the last 24 hours, according to a government update .

Paris bans daytime jogging

Earlier on Tuesday, Paris officials said they would ban lone daytime jogging as people continue to flout anti-coronavirus lockdown rules.

“Every excursion avoided aids the fight against the epidemic,” Paris Mayor Anne Hidalgo and police chief Didier Lallement said in a statement announcing the partial jogging ban.

Paris and other cities have already closed public parks and gardens as part of the nationwide lockdown that requires people to carry a document justifying any excursion from the home.

Addressing parliament, Prime Minister Edouard Philippe said the unwinding of the lockdown, which at this stage is supposed to run until April 15, would not “happen overnight”.

The lockdown “is difficult for many French people, I am fully aware of this. But it is essential if we do not wish to find ourselves in an even worse situation than the one we are experiencing today”, he said.

The European Union says some of its training missions have seen personnel cuts in the Balkans and Africa. This is due to conditions imposed by hosting countries amid the Covid-19 pandemic. The bloc has no intention of halting those missions though, saying that security is the priority.

Speaking on Monday after chairing talks between EU defense ministers via video conference, the bloc’s foreign policy chief said it was important to keep the six missions going “to avoid a negative security impact.”

It’s also launched a new mission off the coast of Libya. The purported goal is to monitor the UN arms embargo on Libya. But what many fear, is that it’s just another attempt at keeping thousands of migrants off European shores. According to Human Rights Watch, EU states and institutions are sustaining a network of detention centers within Libya, where torture, sexual violence, extortion and forced labour are rife.

Part of the EU’s new mission is to continue training the Libyan coastguard, so they can intercept migrants and asylum seekers at sea more effectively. The EU says it is providing security, and stopping arms from being trafficked, as well as stemming the flow of migrant. But observers say security measures should not override humanitarian endeavors at a time when the world is facing a common threat.

British Prime Minister Boris Johnson was in intensive care on Tuesday after receiving oxygen support when his coronavirus symptoms worsened, leaving his foreign minister to lead the government’s response to the accelerating outbreak.

Johnson’s personal battle with the virus has shaken the British government just as the United Kingdom enters what scientists say is likely to be one of the most deadly weeks of the pandemic, which has killed 70,000 people worldwide.

Johnson, 55, was admitted to St Thomas’ Hospital across the River Thames from the House of Commons late on Sunday after suffering persistent coronavirus symptoms, including a high temperature and a cough, for more than 10 days.

His condition rapidly deteriorated over the next 24 hours, and he was moved to an intensive care unit, where the most serious cases are treated. Although he had received oxygen, his office said on Monday he was still conscious and was moved to intensive care in case he needed to be put on a ventilator.

“He’s not on a ventilator no,” Cabinet Office Minister Michael Gove told LBC radio on Tuesday. “The prime minister has received some oxygen support and he is kept under, of course, close supervision.”

“The prime minister is in intensive care, being looked after by his medical team, receiving the very, very best care from the team at St Thomas’,” Gove said.

Johnson is the most prominent global political leader to be hospitalised for the new coronavirus.

While Britain has no formal succession plan should a prime minister become incapacitated, Johnson had asked Foreign Secretary Dominic Raab to deputise for him “where necessary,” Downing Street said..

Earlier on Monday, Johnson had said he was in good spirits and Raab had told a news conference that the prime minister was still running the government, although Raab also said he had not spoken to him directly since Saturday.

Raab takes the helm at a pivotal time. The official death toll in the United Kingdom currently stands at 5,373, and last week the health minister said the deadliest peak for deaths was projected to be Easter Sunday, April 12.

The United Kingdom is in a state of virtual lockdown, a situation due to be reviewed early next week, and some ministers have suggested it might need to be extended because some people were flouting the strict rules.

The pound edged lower against the dollar and the euro in Asia on Tuesday, trading at $1.2234 following a 0.3% decline on Monday.

Business will continue

Johnson’s move to intensive care added to the sense of upheaval that the coronavirus crisis has wrought after its spread caused widespread panic, sowed chaos through financial markets and prompted the virtual shutdown of the global economy.

“The government’s business will continue,” a sombre Raab, 46, told reporters.

“The focus of the government will continue to be on making sure that the prime minister’s direction, all the plans for making sure that we can defeat coronavirus and can pull the country through this challenge, will be taken forward.”

There have also been calls for ministers to detail what the exit plans were from the shutdown, which has hammered the world’s fifth-biggest economy after the government ordered restaurants, bars, and nearly all shops to close and told people to stay at home to curb the spread of the virus.

Johnson tested positive for the virus on March 26. After 10 days of isolation in an apartment at Downing Street, he was admitted to hospital. He was last seen in a video message posted on Twitter on Friday when he looked weary.

Downing Street said repeatedly on Monday that Johnson remained in charge and was reading documents, but the move to intensive care revealed the gravity of his condition.

“There is no doubt this turn of events means Boris Johnson is extremely sick,” said Derek Hill, a professor of medical imaging at University College London (UCL).

U.S. President Donald Trump said all Americans were praying for his recovery.

“He’s been really something very special – strong, resolute, doesn’t quit, doesn’t give up,” Trump told a news briefing, adding he had asked two pharmaceutical firms developing potential COVID-19 therapies to get in touch with the British government to offer their services.

Japanese Prime Minister Shinzo Abe called Johnson a “dear friend” and said he was praying for his swift recovery.

Johnson, who is not a smoker, said recently that he wanted to lose weight. He plays tennis and while mayor of London used to cycle around the capital.

Johnson’s pregnant 32-year-old fiancée, Carrie Symonds, also had symptoms but said on Saturday she was feeling better.

The face of the 2016 Brexit campaign, Johnson won a resounding election victory in December before leading the United Kingdom out of the European Union on Jan. 31.

France on Sunday reported 357 coronavirus deaths in hospital in 24 hours, a lower tally than in each of the previous two days, bringing the country’s total death toll to 8,078.

The total death tally included 5,889 patients who died in hospital, and 2,189 people in old age homes and other medical facilities, a government statement said.

The coronavirus pandemic is increasing poverty in Britain, where levels are already high after a decade of austerity triggered by the global financial crisis, according to experts.

Official data shows that more than 14 million people in the UK are classed as living in poverty, or nearly one-quarter of the population.

Some 4.2 million children are poor, or around 30 percent of the total, government figures show.

The situation is worsening with Britons losing jobs en masse as the UK experiences lockdown.

“The risk of poverty is particularly high for workers in sectors like hospitality and retail where people are more likely to be on low wages and in insecure work,” said Dave Innes, head of economics at the Joseph Rowntree Foundation, an organisation for social change.

Over the past fortnight, almost one million adults in the UK have applied for Universal Credit, the government’s main form of state aid.

That is nearly 10 times the level in an average two-week period.

– ‘Education poverty’ –

“If families who were earning decent wages before the pandemic move on to the Universal Credit, they will very suddenly find themselves living in poverty,” said Louisa McGeehan, a director at Child Poverty Action Group UK.

As for families who were already classed as living in poverty prior to the outbreak — and whose children are stuck at home owing to schools being shut — the demands of online education add to the problem, she said.

McGeehan noted that “a lot of schools are putting lessons on the Internet for children to do at home.

“If those children are in households who don’t have Internet or don’t have a computer, they are not able to do that learning.”

McGeehan told AFP: “We have a nation where a child poverty crisis has been amplified by the impact of coronavirus.”

But unlike the aftermath of the 2008 financial crisis when the government slashed public spending, COVID-19 has sparked huge state stimulus, including a boost to Universal Credit.

An adult receiving the benefit who is aged over 25 will receive £1,000 ($1,239, 1,137 euros) extra per year.

However an increase in the monthly amount to £400 remains far below the level of £600 considered sufficient for a single-person household to avoid “poverty” in the UK.

“Economically we know there is very likely to be a big recession and it’s difficult to recover quickly from a big recession,” said Innes.

“We know that recessions tend to hit people in poverty — or in risk of poverty — hardest,” he told AFP.

Meanwhile foodbanks, which help feed the most vulnerable people including the homeless, are seeing fewer donations amid fallout from the coronavirus.

The Trussell Trust, which has a national network of 1,200 food banks, said it faced an “unprecedented challenge”.

The government is however still providing children who ordinarily received free school meals with lunches.

“In my own school, we provide packed lunch that kids can come and pick up,” said teacher Amanda Martin, who is also president of the National Education Union.

But she added: “In the short term, there is a real worry that some of these people that would be in school, that would be warm and safe and being fed, aren’t.”

Spain’s prime minister announced Saturday an extension of the country’s lockdown to combat the coronavirus, saying the measures are “bearing fruit” as the number of deaths fell for a second day in a row.

A nationwide 15-day state of emergency was first announced on March 14 barring people from leaving home except for essential outings such as buying food or seeking medical care. It was to end on April 11 after being extended by two weeks.

“The cabinet on Tuesday will again ask for authorisation from parliament to extend for a second time the state of alert until Saturday April 25 at midnight,” Prime Minister Pedro Sanchez said in a televised speech.

The extra weeks are “the time that our health system needs to recover,” he said.

Hospitals, in particular the intensive care units, have been overwhelmed by an influx of coronavirus patients.

However, Spain on Saturday recorded a second successive daily fall in coronavirus-related deaths with 809 fatalities. The total number of deaths in the country stands at 11,744, second only to Italy.

The number of new Spanish cases also slowed to 7,026, taking the total to 124,736.

“We know that these three weeks of isolation are bearing fruit,” Sanchez said.

The confinement has allowed “a containment of the avalanche on the hospitals, the care of the sick and saved lives.”

But to “ease up now would have a worse result,” he said, warning of a “second wave” of infections.

“Yes, we are seeing a glimmer of hope,” but ” we are entering a new phase that will not be easy, the transition phase,” said Dr Maria Jose Sierra of the health ministry’s emergencies centre.

Sanchez said he could not rule out further extentions, but said an easing of the strict regulations could be possible if the situation improves.

About 50 arrived from Germany on Friday, after Spain appealed to its NATO allies.

Another shipment was to be sent from Turkey but was eventually requisitioned by Turkish authorities.

As the coronavirus crisis enters its sixth week in Italy, Italian farmworkers’ labor union FLAI-CGIL has sounded the alarm over the high number of migrants working in the fields without adequate protective measures.

Last month, in an attempt to contain the virus outbreak, the government ordered the closure of all non-essential businesses also introducing stiff restrictions on activities considered essential.

Social distancing and the use of masks, gloves and disinfectant have been made compulsory in factories, supermarkets and public offices still operating.

However, FLAI-CGIL has warned that as many as 250,000 legally-employed migrants and many more undocumented ones working for little pay in the agriculture sector are at risk of being infected.

The mayor of Bergamo, one of the worst affected cities from Covid-19 in northern Italy, has recently called on the government to speed up the issuing of the yearly decree that regularizes non-EU migrant workers.

The national Farmers’ Association Coldiretti estimates that a quarter of the food produced in Italy relies on the hands of more than 370,000 seasonal workers coming from abroad every year. With just a few days to go before the picking of fruit and vegetables, the situation is becoming alarming.

Unions believe tens of thousands of undocumented migrants could be granted a temporary permit thanks to a clause included in a security decree aimed at curbing migrant flows issued by previous government’s Interior Minister Matteo Salvini.

French hospitals recorded their highest death toll in 24 hours with 588 new fatalities from coronavirus, the country’s chief medical adviser told a press conference on Friday, as the total toll including retirement homes rose to more than 6,500.

France’s Director General of Health, Jérôme Salomon, announced the figures during a daily press conference, saying a total of 5,091 people had died in French hospitals since the start of the crisis.

Giving a separate tally for nursing homes, Salomon said that a provisional count showed that at least 1,416 people had died at care homes for the elderly after contracting the virus.

French officials started releasing figures for care homes only yesterday. The huge rise in those numbers makes for a total of 6,507 lives lost to coronavirus in France, so far.

Salomon said that the number of known infections rose nationwide to 64,338 from 59,105 on Thursday. The number of patients requiring life support rose to 6,662 from 6,399.

In a televised interview on Thursday night, Prime Minister Édouard Philippe urged the French to respect the lockdown measures imposed since March 17, to ensure a levelling off of new cases of the virus.

“This is the only way for the health service to overcome the peak” of the virus, he said.

Philippe conceded that the nationwide lockdown “would probably be extended” beyond the current deadline of April 15.

With the traditional spring break approaching, Philippe sternly warned the French against considering holidays away, saying there would be checks and fines for those who violated the rules.

A 36-year-old NHS nurse, who was believed to have had no underlying health issues, has died after contracting coronavirus.

Areema Nasreen died shortly after midnight on Friday in intensive care at Walsall Manor hospital in the West Midlands, where she had worked for 16 years.

Nasreen, who has three children, and was from Walsall, developed symptoms of coronavirus on 13 March, including aches, a high temperature and then a cough. She tested positive for the virus last Friday.

In a tribute posted on Facebook, her friend Rubi Aktar said: “She was the most loveliest, genuine person you could ever meet, she went above and beyond for everyone she met.

“I’m so grateful that I had the honour to call her my best friend, she saw me at my best and my worst and accepted my every flaw. I am so broken that words can’t explain.”

A relative told Birmingham Live: “The immediate family are devastated. Everyone is in shock this morning. She was always so full of life. She was devoted to her job as a nurse, she absolutely loved it.

“She passed away doing what she loved. I’m really sad for the rest of the family, she was a fantastic person.”

The mother-of-three qualified as a staff nurse in January last year and worked at the hospital’s acute medical unit.

She worked at Walsall Manor hospital from 2003, in housekeeping and as a healthcare assistant before studying to become a nurse.
